[Internal] What does Fixed mean as a network code?

FIXED = landlines and any Mobile numbers we missed.

This is for voice mainly, but we do have some countries where we have SMS delivering to numbers within FIXED.

Example, in UK: +441, +442, +443 = UK-FIXED
